The UK and US have reached a important bilateral deal that will maintain no tariffs on UK pharmaceutical products entering the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to increase funding on drugs through the National Health Service (NHS). This commitment guarantees that import taxes on these crucial products will be held at zero for a timeframe of 36 months.

This development is in response to previous threats to hike tariffs on branded pharmaceutical imports, with potential rates floated as high as 100%.

"This arrangement between the United Kingdom strengthens the global environment for innovative medicines and introduces long-overdue fairness to U.S.–U.K. medicine commerce," a statement said.

Economic Importance

Drugs constitute one of the the United Kingdom's biggest exports to the United States, which is clearly the biggest destination for major British pharmaceutical firms.

Trade data show that in the 12 months leading up to the third quarter, the UK shipped medicines valued at over eleven billion pounds to the US. This value represented 17.4% of British export trade in that period.

"This agreement safeguards employment, increases investment and facilitates the UK to establish itself as a worldwide center for medical research," a government official remarked.

Specific British Pledges

The agreement entails several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it deems new treatments to be unaffordable by 25%.
  • Boosted Medicine Funding: There is a goal to raise total NHS spending on drugs from 0.3% of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The sum pharmaceutical firms must refund to the NHS to control costs will be restricted at 15%. In the past, rebates topped 20%.

Broader Context

This agreement takes place against a ongoing tension between the drug companies and the UK government over medicine costs and approval rates.

These tensions were exacerbated by assertions that US consumers were charged several times more for the identical medicines than consumers in the other developed nations.

Recently, several large drug company projects in the UK have been halted or cancelled, while substantial funding commitments have been directed toward American operations.

One official acknowledged that the NHS must spend more on treatments, noting that its expenditure on drugs had decreased as a share of its resources over the last ten years.
